MR-kommissionären Tomas Hammarberg leder sessionen.
Varje talare får max 3-4 minuter var för ett anförande/statement.
Ett stort antal ”statements” förväntas ske varför arrangörerna gärna ser att
uttalandena är koncisa och utgör ”första reaktioner” på rapporten. Vi får
gärna lyfta fram rekommendationer som vi tror kommer vara extra
betydelsefulla för vårt framtida arbete och berätta hur rekommendationerna
kan komma att påverka regeringens/Sveriges framtida arbetet.

Bakgrund
Den 23 juli släpper Europarådets kommissionär för mänskliga rättigheter Tomas
Hammarberg en rapport om homofobi, transfobi och diskriminering av hbtpersoner i Europarådets 47 medlemsstater.
Rapporten utgör en kort versionen av en större studie och bygger på information
som erhållits via medlemsstaterna. Sverige har även bidragit ekonomiskt genom
SIDA för rapportens genomförande. Förutom fakta och socio-juridisk (socio-legal)
analys av hbt-personers situation innehåller rapporten MR-kommissionärens
rekommendationer om vilka åtgärder som MS bör vidta. De områden som
behandlas i rapporten är bl.a. attityder och uppfattningar, implementering av
juridiska standarder, skydd mot våld, asyl, yttrandefrihet, föreningsfrihet, familjeliv,
tillgång till hälso- och sjukvård, utbildning och arbete.

Rapporten visar bl.a. att homofobi, transfobi och diskriminering på grund av sexuell
läggning och könsidenitet förekommer i samtliga medlemsländer. Alla
medlemsstater behöver vidta ytterligare åtgärder för att komma till rätta med
diskriminering på grund av sexuell läggning eller könsidentitet.

It is an honour for me to be here today, thank you.
Perceived difference and non-conformity with the majority have been used
throughout the ages to portray sectors of the population as somehow less than
human, as legitimate targets for abuse by both government agents and society at
large. For lesbians, gays, bisexuals and transgender persons this is regretfully still
true today.
We are all aware that among many people there is still resistance to discuss the full
enjoyment of universal human rights for lesbians, gays, bisexuals and transgender
persons.
I can only agree with the words of Mr Hammarberg as stated in the report.
Even if this for some may not be a popular human rights topic, the time has now
come to take the discussion forward and make it concrete.
The time has come to act.
Together with the Committee of Minister recommendation on measures to combat
discrimination on grounds of sexual orientation and gender identity this report
forms a valuable basis for our joint future work.
We together are the captains of our future, in this we must all do our part and take
responsibility to act.
In this respect I would specially like to highlight the Commissioners
recommendations on attitudes and the implementation of legal standards.
We also need strong education and information measures in order to combat
prejudices and encourage respect and diversity.
Let me conclude by reiterating that States have a duty to respect, protect and fulfil
the human rights of all people without discrimination. It is not a question of
opinion or morals.
The Swedish government’s position is perfectly clear, discrimination and abuse is
unacceptable regardless of ones sexual orientation, gender identity, sex, age,
ethnicity, religion or ability. I want to assure you that our efforts will continue and
will not seize until we have reached our goal which is human rights for all, no
exception!
